William F. Horning
Principal

Mr. Horning, Principal and owner of Western Planning Associates, Inc. has more than 35 years consulting experience as a Land Planner and Landscape Architect. During this time he has successfully developed and managed a multi-disciplinary professional land planning practice. His thorough understanding of land planning and environmental issues, zoning and subdivision ordinances, permit processes , engineering and architectural requirements is key to overseeing WPA’s land development services and adding value to multi-disciplinary teams. Western Planning has maintained a commitment to providing cost-effective, functionally efficient and aesthetically pleasing planning solutions.

Mr. Horning’s areas of specialization include land planning and design, landscape architecture and project management. Mr. Horning is the principal designer at Western Planning Associates and has conceptualized and designed Master Plans and subdivisions totaling over eight thousand residential lots and including hundreds of acres of mixed use, commercial and industrial sites.

Mr. Horning has served as the main planning representative or project manager for a majority of his clients and has contributed to the successful approval and entitlement of the many major projects he has been fortunate to participate in.

Western Planning Associates has been responsible for directing the overall Land Planning of the 1200 acre Fisher’s Landing development in Clark County Washington from 1985 to 1996. Work has also included the lead Master Planning role for the Hayden Island Master Plan and the Westlake/Kruseway Master Plan. Western Planning has won two Clark County Community Pride Awards; one for the Clearmeadows Master Plan; and one for the Mill Plain One Mixed Use Master Plan. The firm has also received a Metro Stormwater Design Award and was a contributing member of the Community Pride Award for the Alexan at Columbia Shores in Vancouver, Washington. Examples of recent works include the Master Planner for the 600 plus unit East District at the Villebois urban renewal project in Wilsonville, Oregon; lead Master Planner for the 600 plus lot Eagle Ridge Master Plan in Spokane Washington; and Master Planner for the 400 lot RiverRim development in Bend, Oregon.

Mr. Horning is a licensed Landscape Architect in both Oregon and Washington. Mr. Horning was a member of the American Institute of Certified Planners for over 30 years. He also served as Chair and Member of the Lake Oswego Design Review Commission for a period of six years.

Prior to establishing Western Planning Associates, Inc. Mr. Horning held positions of: Associate Planner with Ruff, Cameron and Lacoss Landscape Architects; Assistant Planning Director for the Missoula Montana City County Planning Commission; and Zoning Assistant III in Multnomah County, Oregon.
